&lt;p&gt;The Centre for Studies on&amp;nbsp;discrimination, racism&amp;nbsp;and anti-Semitism organized the public launch of the RED Portal on 12th April 2012 in Paris at the French National Consultative Commission on Human Rights headquarters (35 rue Saint-Dominique Paris 75007) at 11.00 a.m. The representatives of the French Human Rights Defender and non-governmental organisations working in the area of fight against discrimination and countering racism and hate crime (SOS Racism, International League against racism and anti-Semitism, French Confederation of Christian Workers, Federation IFAFE) took part in this conference. The RED Portal including the Early Warning System and the Atlas of Racism, Discrimination and Equality as tools to report racist and hate crimes and discrimination situations and incidents, as well as positive initiatives, policy responses and case studies were presented to participants. The principles of the Portal&amp;rsquo;s functioning were explained. The RED indicators ranging from&amp;nbsp;qualitative to quantitative, from legal to socio-legal and factual were shown.&amp;nbsp;The participants highlighted the importance of this independent tool providing a birds&amp;rsquo; eye overview and a comparative insight of the situation in the described area in 17 EU Member States. They were interested in the enlargement of the Portal scope to the non-EU countries and in its permanent updating, as well as in its accessibility in the national language.&lt;/p&gt;</description>

      <description>&lt;p&gt;Following the RED System Launch on 19 March 2012 in Brussels the Peace Institute is organizing the public presentation of the RED Network Combating Racism and Xenophobia and the RED portal. The event aims to inform the Slovenian public of the new user friendly tool providing an overview and a comparative insight of the situation regarding racism, xenophobia and discrimination against migrants and minorities in different member states. The presentation will be held by Neža Kogov&amp;scaron;ek &amp;Scaron;alamon, Brankica Petković and Katarina Vučko.&lt;/p&gt;&#xD;
&lt;p&gt;Up till now the insight of the situation regarding racism, xenophobia and discrimination different member states was enabled by the periodical reports of nongovernmental and intergovernmental organizations. In the endeavour for real-time documentation of events, trends and measures in order to inform the key players and elimination of problematic policies and practises the network of organizations from 17 EU Member States aims at reporting and documenting racist and hate crime and discrimination situations and incidents, as well as positive initiatives and policy responses via RED portal.&lt;/p&gt;</description>

&lt;p&gt;The RED Network, is an independent research network building the RED early warning system composed of &lt;a href="http://www.red-network.eu/resources/toolip/img/2012/03/13/red-network---partners---all-logos.png" target="_blank"&gt;17 Research and Civil Society Organisations&lt;/a&gt; in EU Member States. It aims at reporting and documenting racist and hate crime and discrimination situations and incidents, as well as positive initiatives and policy responses.&amp;nbsp;&lt;a href="http://www.i-red.eu/" target="_blank"&gt;i-RED,&amp;nbsp; Institute of Rights Equality &amp;amp; Diversity, based in Greece,&amp;nbsp;&lt;/a&gt;is leading the RED Network. It perceives itself as a &amp;lsquo;watchdog&amp;rsquo; and a reliable source of information. The general aim of the RED network - and as a consequence its major contribution - is to address the gaps in the current socio-political state of research regarding the support of timely and effective reporting on the situation of fundamental rights at national and EU level.&lt;/p&gt;&#xD;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;The RED portal is a map-based, user friendly independent tool providing a birds&amp;rsquo; eye overview and a comparative insight of the situation regarding racism, xenophobia and discrimination against migrants and minorities, as well as positive and policy initiatives promoting equality&amp;nbsp; in different EU Member States (17 countries are covered in the RED System 1st implementation - 2012). &lt;p&gt;Strength of the RED portal is the unique set of RED indicators built for the RED System and Atlas. A thorough set of 125 policy, legislation and factual questions/indicators and of 38 key statistic and demographic figures expands beyond the main areas combating racism, hate crime and discrimination &amp;nbsp;against migrants and minorities, to the themes of equality and good practice in the RED Network member states. The RED indicators range from&amp;nbsp;qualitative to quantitative, and from legal to sociolegal and factual questions/indicators on anti-racism anti-discrimination and pro-equality legislation and its effective implementation in Member States.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;The&amp;nbsp;&lt;strong&gt;RED Atlas&lt;/strong&gt;&amp;nbsp;&amp;nbsp;reports yearly and updates on a &amp;lsquo;real-time&amp;rsquo; basis:&lt;/p&gt;&#xD;

      <title>HUMAN RIGHTS TALK: Monitoring Racism - The Importance of Data Collection and Monitoring in Combating Rasicm</title>

&lt;p&gt;On 29 March 2012, Monika MAYRHOFER (Ludwig Boltzmann Institute of Human Rights) presented the RED-Project within the framework of the HUMAN RIGHTS TALK: &amp;ldquo;Monitoring Racism. Data Collection and Monitoring as essential instruments in combatting Racism&amp;rdquo; in the Diplomatic Academy of Vienna.&lt;/p&gt;&#xD;
&lt;p&gt;The aim of the RED-Project is to create a web-based anti-discrimination atlas containing information on xenophobia, racism and other forms of intolerance, compiled of 18 research and civil society organisations from 17 EU member states. The researchers involved in the project come from a wide variety of backgrounds such as law, political science, sociology, etc. The project&amp;rsquo;s focus is to report on and document situations where various forms of racism and discrimination occur and incidents of racism, and to develop successful counter-strategies. Data on racism, Anti-Semitism, Islamophobia, Anti-Ziganism and homophobia will be made available via the Atlas project; the aim is that it will be comparable in all EU member states. The project will present the development of legislation and the reactions of governments and civil society to current events, and by so doing attempt to establish a data- and evaluation base which will highlight both positive and negative developments. This will in turn provide a good foundation for further development in the areas of equal treatment, equal opportunity and diversity.&lt;/p&gt;&#xD;
&lt;p&gt;Claudia SCH&amp;Auml;FFER from the organisation ZARA-Civil Courage and Anti-Racism Work emphasized the importance of raising awareness about racism and commented on the ZARA Racism report which was presented on 21 March 2012. &amp;ldquo;You can only take action against racism when you know where and how it occurs.&amp;rdquo; Ms Sch&amp;auml;fer stated that she believes that there is a lack of government approaches to tackle interpersonal and institutional racism.&lt;/p&gt;&#xD;
&lt;p&gt;Josef KYTIR of Statistik Austria commented that Statistik Austria consciously decided against statistical assessment of race and ethnicity for historical reasons. In the census,&lt;br /&gt;&#xD;
data was collected on citizenship, the place of birth and the citizenship of parents. For&lt;br /&gt;&#xD;
the past few years Statistik Austria has been working on a report on the situation in Austria entitled, &amp;ldquo;Migration and Integration&amp;rdquo;.&lt;/p&gt;&#xD;
&lt;p&gt;Petja DIMITROVA spoke about border politics in Europe and emphasised the fact that projects like the RED-Project are very important as a source of data. She also remarked that it is important that one has concrete plans of how to address the incidents of racism which are recorded by such projects, a view which was supported by Ms Mayrhofer.&lt;/p&gt;&#xD;
&lt;p&gt;Monitoring racism is a key component in the combatting of racism and discrimination as it helps raise awareness amongst political and civil society actors and thus strengthens the development of positive and preventative measures.&lt;/p&gt;&#xD;
