&lt;p&gt;In a report published from the National Board of Health and Welfare (2010) it is reported that visible minorities in Sweden, which are migrant groups originating in south Eastern Europe, Asia, Africa, or Latin America counts as &amp;quot;visible&amp;quot;, are increasingly vulnerable to ethnic segregated neighbourhoods and economic poverty. 70 per cent of visbile minorities living in ethnic segregated neigbourhoods did not have an income from work. They either studied, were unemployed, lived on early retirement pensions, sick leave, or living on social assistance. People with incomes below the relative poverty line (60percent of median income) were overrepresented in these neighborhoods. &amp;nbsp;&lt;/p&gt;&#xD;

      <title>ECRI Fourth Report on Sweden</title>

&lt;p style="outline: 0px; padding: 0px; list-style: none; "&gt;On 25 September 2012, the European Commission against Racism and Intolerance (ECRI) published its fourth report about Sweden. The report identifies obstacles in the Swedish legal system in bringing cases to court involving agitation against a national or ethnic group committed through the media. ECRI recommends that the Swedish authorities fine-tune existing criminal and civil law provisions to ensure that they constitute effective tools against racist expression, racist organisations, racially motivated crime and racial discrimination. The Swedish authorities should also take further steps to improve the implementation of these provisions, including in respect of members of racist organisations. The active presence of racist organisations in Sweden and their activities, including the widespread dissemination of racist propaganda notably through the Internet, are still of concern to ECRI since these organisations are responsible for part of the racist violence and harassment that the Swedish society still exp&lt;/p&gt;&#xD;

      <title>European Women’s Lobby Position Paper Tackling multiple discrimination of Romani and Traveller Women- a crucial factor for the successful implementation of the National Roma Integration Strategies</title>

      <description>&lt;p&gt;Despite the adoption of a European Parliament Report in 2006 on the situation of Roma Women and &amp;ldquo;10 Common Basic Principles on Roma Inclusion&amp;rdquo; by the Council of the European Union in which one of the principles relates to gender awareness, the vulnerable situation of Romani and Traveller women has, in practice, remained unaddressed by European and national policy-makers. The EWL Position Paper aims in this context to highlight recommendations for European and national decision-makers in order for public policies, especially National Roma Integration Strategies, related to both Romani people and to gender equality in general, to fully address women&amp;rsquo;s rights and needs.&lt;/p&gt;&#xD;

      <title>Hungary - Submission to the UN Universal Periodic Review 11th session of the UPR Working Group of the Human Rights Council November 2010</title>

      <description>&lt;p&gt;As this report is being written, the Government is working on a new Constitution in Hungary, whose enactment seems assured as the Government maintains an absolute majority in Parliament. We as representatives of civil society are concerned that the changes in the Constitutional system may undermine the proper functioning of a democratic system which respects human rights and the rule of law. In our opinion, the current Constitution facilitates the proper functioning of a democratic government system which respects human rights and the rule of law for the first time in Hungary&amp;rsquo;s modern history. Because the changes to the Constitution have not been enacted as of the drafting of this report, we are not addressing them further in this report but would hope for the opportunity to do so at the Council session in May when the exact nature of these changes becomes clearer.&lt;br /&gt;&#xD;
This submission will focus on six areas: equality and non-discrimination, right to liberty and security of the person, administration of justice and the rule of law, freedom of association and peaceful assembly and the right to participate in public and political life, right to social security and to an adequate standard of living, and the right of the child. The submission will highlight violations of rights against the following group of people: Roma people and other national and ethnic minorities, religious minorities, people with disabilities, women, children, asylum seekers and LGBT persons.&lt;/p&gt;&#xD;

      <title>Attacks against Roma in Hungary: January 2008-September 2012</title>

      <description>&lt;p&gt;The following is a list of 61 attacks against Roma and/or their property in Hungary between January 2008 and September 2012. It was last updated: 1 October 2012.&lt;br /&gt;&#xD;
This list of attacks is not exhaustive and does not address the State response to the attacks. Information on the State response to a selection of these incidents can be found in the ERRC report &amp;ldquo;Imperfect Justice: Anti-Roma Violence and Impunity&amp;rdquo;.&lt;br /&gt;&#xD;
This information is compiled from media and NGO reports. The ERRC has not independently verified all of the information contained in these reports and does not take any position as to the potential bias motivation of these attacks.&lt;br /&gt;&#xD;
Important facts:&lt;br /&gt;&#xD;
- the attacks took a total of nine lives, including two minors;&lt;br /&gt;&#xD;
- the attacks left dozens of people with injuries, ten of which were life-threatening;&lt;br /&gt;&#xD;
- at least twelve cases Molotov cocktails were used against Romani people and/or their property, in two cases hand grenades;&lt;br /&gt;&#xD;
- in at least 16 cases shots were fired; and&lt;br /&gt;&#xD;
- in at least 19 cases Romani property was vandalised.&lt;/p&gt;&#xD;

      <title>Written Comments of the European Roma Rights Centre Concerning Hungary For Consideration by the United Nations Committee on the Elimination of Discrimination against Women at its 39th Session. (July 23-August 10, 2007)</title>

      <description>&lt;p&gt;The European Roma Rights Centre (ERRC) provides this parallel report to the United Nations Committee on the Elimination of Discrimination Against Women (hereafter &amp;ldquo;Committee&amp;rdquo;), commenting on the Sixth Periodic Report of Hungary, submitted under Article 18 of the United Nations Convention on the Elimination of All Forms of Discrimination against Women (hereafter &amp;ldquo;Convention&amp;rdquo;).&lt;br /&gt;&#xD;
This submission is based mostly upon factual research conducted by the ERRC with a mixed team of Romani and non-Romani women researchers, into the situation of Romani women in Hungary. Unless otherwise specified, the information included in this report refers to the findings of this research.&lt;br /&gt;&#xD;
The need for a specific shadow report on the problems experienced by Romani women in Hungary flows from the numerous and serious problems that Romani women face with regard to their status within society as well as within their domestic/family environments, the lack of disaggregated data on the basis of sex and ethnicity and the lack of elaborated policies and programmes to address the specific situation of Romani women in the State report.&lt;br /&gt;&#xD;
The research on which this report is based has confirmed that multiple and/or intersectional discrimination against Romani women is pervasive in Hungary. This is worrying in light of the fact that the Hungarian government has adopted several policies and laws to address the general situation of Roma in Hungary; clearly, these initiatives have not resulted in the desired improvement of the situation of Romani women.&lt;br /&gt;&#xD;
This report aims to highlight key areas of concern for Romani women related to human rights enshrined in the Convention. It is the intention of the ERRC that this report will assist the Committee in arriving at a complete and more representative assessment of Convention matters concerning Romani women and will provide recommendations to the Hungarian government for improving the situation of Romani women in Hungary.&lt;/p&gt;&#xD;

      <title>Dis-Interest of the Child: Romani Children in the Hungarian Child Protection System</title>

      <description>&lt;p&gt;This report explores concerns related to the over-representation of Romani children in state care, the role of ethnic identity in state care and adoption processes as well as the disproportionate categorisation of Romani children in state care as mentally disabled. The report is based on focus group discussions held with professionals in Hungarys 7 regions, as well as field research in conducted three counties and several Budapest districts, which included in-depth interviews with children living in childrens homes, professionals in child care and adoption and Romani families whose children were under special protection. While not based on a representative sample, Romani children accounted for 58% of the children living in the children&amp;#39;s homes visited by the ERRC, while Romani children account for only 13% of the child population in Hungary. The report concludes with a series of detailed recommendations for the Hungarian government aimed at improving the situation of Roma vis-a-vis the Hungarian child protection system. The work undertake towards this report was groundbreaking in Europe and may serve as a model for other European countries.&lt;/p&gt;&#xD;

      <title>Pitfalls and Bias: Entry Testing and the Overrepresentation of Romani Children in Special Education</title>

      <description>&lt;p&gt;This policy paper examines many of the ways in which Romani children from Central and South Eastern Europe are segregated from their non-Romani peers and placed in special education. The focus of this paper is on school readiness assessments (school entry testing) in the Czech Republic, Hungary, Serbia, and Slovakia, by which children&amp;rsquo;s entry to school is delayed, they are streamed into preparatory or transition classes in special schools, or they are placed in special education classrooms or schools. This paper examines the link between such testing and the overrepresentation of Romani children in special education. The document also presents international good practice in the use of assessments for integrating rather than segregating children in order to address the individual educational needs of different pupils while mapping some potential directions for change in Central and South Eastern Europe.&lt;/p&gt;&#xD;

      <title>Missing Intersectionality: Race/Ethnicity, Gender, and Class in Current Research and Policies on Romani Women in Europe.</title>

      <description>&lt;p&gt;This paper presents the situation of Romani women, discusses and analyzes relevant research and policy efforts in recent years, and offers recommendations for more responsive, effective policymaking. Unpacking the complexity of multiple, intersecting forms of discrimination, the paper integrates the author&amp;rsquo;s personal experiences as an activist for Roma rights, a scholar, a feminist, and a Romani woman with a range of theoretical literature and policy-oriented studies on development, discrimination, gender, vulnerable populations, and the Roma as a specific social group. Particular attention is given to research and policies from Central and Eastern Europe (CEE) that claim to have included an awareness of the specific situation of Romani women both in the analysis of policy problems and in the design of solutions to these problems. Efforts of major international actors that deal with issues of social inclusion, minority groups, gender, and Roma in particular are evaluated. Presenting evidence that supports the view that Romani women experience multiple inequalities, the paper shows the need for specific measures to address intersectional discrimination. Existing anti-discrimination policies are not sufficient to address various forms of intersecting inequalities in social policies. The author explores if and how an awareness of the specificity and complexity of the situation of Romani women has permeated the existing policy discourse on Romani women, and shows that, despite some recognition of the specific situation of Romani women, there still has been no significant shift in policy debates that would indicate the integration of an intersectional understanding of Romani women&amp;rsquo;s social position into policy-making. The paper concludes with some general guidelines for using an intersectional approach in policy research and policy-making, including a discussion of intersectional methodology.&lt;/p&gt;&#xD;

      <title>Addressing Violence, Promoting Integration Field Assessment of Violent Incidents Against Roma in Hungary: Key Developments, Findings and Recommendations June-July 2009</title>

      <description>&lt;p style="text-align: justify;"&gt;In late 2008 and the first half of 2009, a series of violent incidents took place in Hungary that resulted in the deaths of several Roma and the injury of numerous others.1&lt;/p&gt;&#xD;
&lt;p style="text-align: justify;"&gt;Civil society actors in Hungary and international community representatives, including the OSCE Office for Democratic Institutions and Human Rights (ODIHR), began to draw attention to these violent incidents in late 2008 and called for vigilance in investigating these crimes and protecting Roma communities.&lt;/p&gt;&#xD;
&lt;p style="text-align: justify;"&gt;ODIHR initiated consultations with the Hungarian authorities in early 2009 for a field assessment visit, which ultimately took place in June-July 2009.&lt;/p&gt;&#xD;
&lt;p style="text-align: justify;"&gt;The ODIHR-led delegation included representatives from the OSCE Chairmanship, the office of the OSCE High Commissioner on National Minorities and the OSCE Secretariat&amp;rsquo;s Strategic Police Matters Unit, as well as the Personal Representative of the OSCE Chairperson-in-Office on Combating Racism, Xenophobia and Discrimination (see Appendix 2 for a list of delegation members).&lt;/p&gt;&#xD;
&lt;p style="text-align: justify;"&gt;The objective of the visit was to assess the situation, with a focus on the factors that led to the escalation of violence and attacks against Roma, the measures taken by the authorities to prevent further attacks and ensure effective remedy for victims, and areas where ODIHR could support the government in effectively addressing the violence. The delegation met with government officials, elected members of self-governments, police representatives, members of the Roma community and of national and international NGOs (see Appendix 3 for full list of meetings).&lt;/p&gt;&#xD;
&lt;p style="text-align: justify;"&gt;The delegation visited 12 locations,2 including the villages where some of the fatal incidents took place.&lt;/p&gt;&#xD;
&lt;p style="text-align: justify;"&gt;The visit was undertaken in accordance with the provisions of the Action Plan on Improving the Situation of Roma and Sinti in the OSCE Area, adopted at the Maastricht Ministerial Council in 2003, which mandates ODIHR, among other things, to &amp;ldquo;assume a proactive role in analysing measures undertaken by participating States, as well as in particular situations and incidents relating to Roma and Sinti people&amp;rdquo;.3&lt;/p&gt;&#xD;
&lt;p style="text-align: justify;"&gt;As an OSCE participating State, Hungary is committed to implementing the provisions contained in the OSCE Action Plan, as well as a number of other OSCE commitments related to Roma and Sinti and combating hate crimes.4 Other international human rights instruments are also relevant, including legally binding treaty obligations that prohibit discrimination on the basis of racial, national or ethnic origins.5&lt;/p&gt;&#xD;
&lt;p style="text-align: justify;"&gt;The field assessment delegation carefully studied information provided by the Government of Hungary, including written material about responses to the violent attacks and about governmental measures regarding Roma inclusion, which the Government provided to ODIHR in advance of the visit.6&lt;/p&gt;&#xD;
&lt;p style="text-align: justify;"&gt;&lt;em&gt;Note: This report is based principally on the field visit and findings the delegation gathered through discussions with relevant actors in Hungary, as well as on preparatory research conducted by ODIHR and continuing assessment of the situation through the end of 2009. While subsequent developments are not analyzed in the report, some developments in Hungary in early 2010 &amp;ndash; in particular the results of the 2010 parliamentary elections &amp;ndash; underscore the continuing relevance of the recommendations. The Jobbik party, cited below for its increasingly harsh anti-Roma rhetoric, gained a place in the new Hungarian parliament for the first time. Moreover, in the first quarter of this year, two new attacks against Roma were reported by civil society. On the positive side, a Holocaust-denial law was adopted by the National Assembly. The Police also recognized and agreed with the findings of the Independent Police Complaints Committee regarding the mishandling of the investigation in the prominent &amp;ldquo;Tat&amp;aacute;rszentgy&amp;ouml;rgy case&amp;rdquo;, which is described below.&lt;/em&gt;&lt;/p&gt;&#xD;

      <title>Violent Attacks Against Roma in Hungary: Time to Investigate Racial Motivation</title>

      <title>Life Sentence: Romani Children in State Care in Hungary</title>

      <description>&lt;p&gt;Romani children are overrepresented in State care compared to their overall share of the population in Hungary. A large number of Romani children are removed from their families due to material reasons and the number of children removed from their families for this reason is reported to rising due to the economic crisis, despite the fact that Hungarian law bans this. Child protection workers are most frequently alerted that they should monitor Romani families due to school absenteeism, which a significant reason for the removal of Romani children from their families, in addition to negative stereotypes about Roma among some child welfare workers. There are an insufficient number of skilled social workers available to support endangered families and a lack of available preventative programmes and services, particularly in rural areas and poorer city districts where more Roma tend to live. The cumulative effects of poverty and marginalisation are often insurmountable barriers to the return of Romani children to their families once in State care. Romani children are more likely than non-Romani children to be placed in children&amp;rsquo;s homes compared to other forms of alternative care including foster care and adoption. In State care, Romani children are reported to experience discriminatory treatment on account of their ethnicity and also their status as an institutionalised child. They face negative treatment and remarks from their caregivers and their peers in the homes, as well as in accessing public services outside the homes such as schools. There is a lack of programmes promoting a positive Roma identity among Romani children living in State care and a lack of Romani child protection professionals. Few Romani children are reintegrated with their families and many end up staying in institutional care until they reach adulthood.&lt;/p&gt;&#xD;

The rapid rise of xenophobic, islamophobic and homophobic extremism in the public and political sphere has been acknowledged and the need to defend the European society from threats to its social cohesion and the need to promote equal participation are key themes of the current volatile and transitional era for the Union.&lt;/p&gt;&#xD;
&lt;p&gt;The RED Network contributed a considerable effort in the previous years to highlight how such phenomena threat to undermine modern European democracies and to disenfranchise European peoples from their citizen rights and alienate them from core values and fundamental democratic principles of the EU. The RED Network publishes today the second Annual Report of the RED Early Warning System and The Atlas of Racism, Equality and Discrimination, a unique monitoring on line tool that is powerful, empowering and independent.&lt;/p&gt;&#xD;
&lt;p&gt;The carefully selected information provided by the RED Early Warning System and the Atlas of Racism, Equality &amp;amp; Discrimination aims at providing a paradigm for improving monitoring and reporting on racism and discrimination in EU countries.       <description>&lt;p&gt;In 2012 hate motivated crime has gained the attention of many EU, state and civil society actors and initiatives. The rapid rise of xenophobic, islamophobic and homophobic extremism in the public and political sphere has been acknowledged and the need to defend the European society from threats to its social cohesion and the need to promote equal participation are key themes of the current volatile and transitional era for the Union.&lt;/p&gt;&#xD;
&lt;p&gt;The RED Network contributed a considerable effort in the previous years to highlight how such phenomena threat to undermine modern European democracies and to disenfranchise European peoples from their citizen rights and alienate them from core values and fundamental democratic principles of the EU. The RED Network publishes today the second Annual Report of the RED Early Warning System and The Atlas of Racism, Equality and Discrimination, a unique monitoring on line tool that is powerful, empowering and independent.&lt;/p&gt;&#xD;
&lt;p&gt;The carefully selected information provided by the RED Early Warning System and the Atlas of Racism, Equality &amp;amp; Discrimination aims at providing a paradigm for improving monitoring and reporting on racism and discrimination in EU countries. &lt;h4&gt;Overall Goal&lt;/h4&gt;&#xD;
&lt;p&gt;The RED (Rights Equality and Diversity) Network aims at combating racism, xenophobia and intolerance by creating an early-warning system on racism, discrimination, situation in the EU Member States, as well as on law and policies against discrimination racist violence, hate speech and stereotypes.&lt;/p&gt;&#xD;
&lt;h4&gt;Main RED Network Objectives&lt;/h4&gt;&#xD;
&lt;p&gt;The RED Network, is an independent research network building the RED early warning system composed of 18 Research and Civil Society Organisations in 17 Member States. It aims at critically recording and fighting stereotypes, which are the causes of racist and discriminatory attitudes, speech, actions and violent incidents. It perceives itself as a &amp;lsquo;watchdog&amp;rsquo; and a reliable source of information.&lt;/p&gt;&#xD;
&lt;p&gt;The general aim of the RED network - and as a consequence its major contribution - is to address the gaps in the current socio-political state of research regarding the support of timely and effective policy responses to the issues of racism, discrimination and integration of socially marginalized minorities.&lt;/p&gt;&#xD;
&lt;h3&gt;&lt;strong&gt;&lt;a href="http://www.red-network.eu"&gt;The RED portal&lt;/a&gt;&amp;nbsp;&lt;/strong&gt;&lt;/h3&gt;&#xD;
&lt;p&gt;The RED portal&amp;nbsp;is a map-based, user friendly independent tool providing a birds&amp;rsquo; eye overview and a comparative insight of the situation regarding racism, xenophobia and discrimination against migrants and minorities, as well as positive and policy initiatives promoting equality &amp;nbsp;in different EU Member States (17 countries are covered in the RED System 1st implementation - 2012). Its main components are the&amp;nbsp;&lt;a href="http://www.red-network.eu/?i=red-network.en.thesaurus.73"&gt;RED Early Warning System&lt;/a&gt;&amp;nbsp;and the&amp;nbsp;&lt;a href="http://www.red-network.eu/?i=red-network.en.thesaurus.74"&gt;RED Atlas of Racism, Discrimination &amp;amp; Equality&lt;/a&gt;.&lt;/p&gt;&#xD;
&lt;p&gt;&lt;cite&gt;* In early 2013 the RED Network transformed into the &lt;strong&gt;Monioring Extremism - European Hate Crime Early Warning System &lt;/strong&gt;and ceased its operation and updates by mid 2013 after the end of the EU funded project and due to the lack of the considerable resources required to maintain such a system. &amp;nbsp;&lt;/cite&gt;&lt;/p&gt;&#xD;
