There is no monitoring system in Hungary for racism/racist violence, and the current framework of criminal justice does not allow to indentify all violent crimes motivated by hate or bias. Hate crimes are not necesserily prosecuted as sui generis crimes (Article 174/B of the Criminal Code, 'violence against a member of a community'). Hate or bias might be considered as a "base motive", which is an aggreviating condition in crime cases (e.g. manslaughter). However, no killings were reported by human rights organizations or by the media in 2011. |
