Foreign citizens can be employed in Bulgaria after obtaining a work permit by the Bulgarian Employment Agency. A work permit is granted to foreign workers with specialized knowledge and skills when the labor market does not offer local resident. The document is issued only upon request of the employer - natural or legal person registered under the Bulgarian Law. There are no quotas for such permits. Work permit is not required for permanent residents and for persons with rights equal to the permanent residents, or for foreigners with granted refugee or humanitarian status.
