Yes, but only on the local/regional level. At the national level, only Swedish citizen's can stand for elections. 

Qualitative Info

According to (Vallagen SFS 2005:837) Third country nationals (migrants) have the right to stand for municipal and council elections if they have been registered residents in Sweden for a continuous period of three years before Election Day. At the national level, only Swedish citizen's can stand for elections.
