The Government Decree laying down work permit quota for 2010 to limit the number of aliens on labour market sets the quota of 12.000 work permits. The quota applies to aliens without pre-existing residence permits in Slovenia and thus do not apply to aliens already holding personal work permits and citizens of EEA member states. Before the adoption of the 2011 Zakon o zaposlovanju in delu tujcev [Employment and Work of Aliens Act] the Government set the work permit quota for each year in advance, the current legislation stipulates laying down the quota based on the condition and anticipated movements of the labour market. Based on the 2011 Employment and Work of Aliens Act, aliens with permanent residence permits and refugees have free access to the labour market based on their status and do not need to apply for a work permit.
