In the years 2004-2009 National Programme to Prevent Racial Discrimination, Xenophobia and Related Intolerance 2004-2009. It stemmed from provisions of the Declaration and Action Programme adopted during the U.N.’s World Conference against racial discrimination, xenophobia and related intolerance. It was supposed to be an extremely comprehensive programme, i.e. plans included implementation in various spheres of life, including education, health, employment, and the justice system. Unfortunately, National Programme implementation faced obstacles such as lack of the coordinator for the great majority of its duration; no institution was responsible for supervising execution and evaluating activities. Moreover, the National Programme was not allotted its own budget and due to institutions that wanted to perform their programme tasks, had to assign funds from their own budgets or find external financing. Ultimately, some of the tasks planned in the National Programme were successfully completed while others only partially so. Some of them (for instance these related to media) were not implemented at all.

According to the new Act on the implementation of certain provisions of the EU on equal treatment, which entered into force as of 1 January 2011, the Government Plenipotentiary for Equal Treatment is obliged to design the National Action Plan for Equal Treatment. Work on this programme has already begun.
