The formal strategy on the integration of migrants is defined in the Piano per l’integrazione nella sicurezza. Identità e incontro (Plan for Integration in Security. Identity and Encounter). On 10th June 2010 the Ministry of Labour and Social Policies, the Ministry of Internal Affairs and the MIUR presented this document, which outlines an Italian model of integration founded on the keywords: identity, encounter and education. The specificity of this strategy is an educational focus that favours reciprocal exchange and encounters between Italians and migrants. The Plan identifies five axes of integration: Education, Employment, Housing, Access to the main services, minors and second generations. This document affirms the necessity to overcome the multiculturalists and assimilationist responses to the multiethnic society in favour of an Open Identity Model (modello di Identità Aperta). It is also underlined the importance of the subsidiary principle. In addition to this, women are considers the vehicles of integration.
An important innovation in the national strategy on the integration of migrants is the Integration Agreements. This integration agreement provides that a newcomer, having reached the age of sixteen, must sign at the One-stop Immigration Desk or at the Police Headquarters a two-year real contract  as soon as he/she lodges a residence permit application. Through the signature of this contract a foreigner commits himself to achieve a basic knowledge of the Italian language (A2 Level), of the civic culture and civil life in Italy, with particular reference to the areas of health, education, social services, labour and employment, and tax obligations. Along with this contract, an immigrant shall guarantee to fulfil the duty of minor children’s education, as well as to observe the principles of the Charter of the Values of Citizenship and Integration provided for in the decree issued by the Ministry of Interior on 23 April 2007, and shall declare to comply with them.
