The migrant's consultative/representative bodies can be established by law only in local context (region, municipality). See, for example, the Rome's 2 consultative bodies where non-Eu nationals can run and elect Ajunct Counsellors representing residents form Africa, Asia, America and Eastern Europe. They are part of the town council and make their own reports and recommendations, even if they cannot vote.
