Within the programme implemented by the Romanian Ministry of Education with EU financing “Access to education for disadvantaged groups”, which also had a focus on the Roma minority and its needs, a programme called “second chance” has been developed. [1]

The programme tackles the problem of a big number of persons who have not managed to complete compulsory education but who are above schooling age. The programme offers these persons the possibility to finalize compulsory education, without having to interrupt one’s job. It has two levels: primary and secondary inferior, the latter also having a professional training component. It is mainly taught in Romanian, but it states that minority language teaching can also be organized where requested. It has a special curricula adapted to adult teaching. [2]

In 2005, the Ministry of Education passed orders for the implementation of the programme. [3] Today, the programme is fully integrated within the Romanian educational system.
