On 17 June 2009 after meeting with the representatives of the LGBT non-governmental organizations the Minister of Interior declared that the Ministry and the Police will adopt a policy of 'zero tolerance' towards the perpetrators of the homophobic violence. The minister adopted this position due to the increase in the number of homophobic attacks. The meeting with the NGOs which led to the adoption of this position took place before the annual Pride Parade events in Slovenia. The declaration on zero tolerance came into effect after  25 June 2009 (the day of the homophobic attack on a gay friendly cafe Open in Ljubljana) when the police identified three of the group of perpetrators of the attack.
