This initiative was developed as a pilot in 2010 in 5 cities of Andalusia, and had a budget of €7 million financed by the Administration of Immigration and Emigration, the Junta de Andalucía and the European Fund for Integration of Third Country Nationals (FEI). In 2011, the Ministry of Labour and Immigration has allocated €2.5 million to expand the Neighbourhood Plan to 5 cities in Catalonia. The lines of action of these plans are six: socio-educational intervention, early detection of situations of abandonment, abuse and/or exploitation, intercultural activities in leisure and culture, training and employment, awareness activities, and advice and information. In the 5 cities of Andalusia, the social integration of 40,000 residents in areas with significant immigrant presence has been strengthened.
