The Viennese Migration Commission launched its report in January 2010. The Commission was mandated by a decision of the Viennese City Council supported by the Social Democrats, the People’s Party and the Greens. It consisted of experts from the administration, academia, educational institutions, interest organisations and civil society. NGOs participated in two hearings. The report analyses the current situation and identifies challenges regarding migration. It states that acceptance, equality treatment and cohabitation without discrimination are important preconditions for social participation. Measures promoting integration should focus on information and incentives in order to achieve educational and socio-economic mobility as well as social cohesion. Although the Commission sees discrimination as a barrier to equal treatment and opportunities, the report does not contain any measures promoting information on anti-discrimination. Besides, it does not focus on measures but rather on the current situation and it does not make explicit how all Viennese should be reached in order to achieve equality and non-discrimination.
