There are publicly available and regularly updated statistics only about the refugees/asylum seekers inflow. Due to the principle of self-definition there are no official statistics on the education attainment of ethnic minorities and migrants.

In 2011, a total of 36,723 foreign citizens are permanently residing in Bulgaria, forming 0.5% of the country’s population. The number of persons with Russian citizenship totals 11,991 (65.1 % of all foreign citizens), Ukranian – 3,064 (16.6%), FYR Macedonian – 1,091 (5.9%), Moldovan 893 (4.8%) and Serbian – 596 (or 3.1%).
A total of 8,444 EU citizens are permanently residing in Bulgaria in 2011. The United Kingdom citizens hold the largest share with 2,605 persons (30.9% of the EU citizens residing in Bulgaria), followed by the citizens of Greece – 1,235 (14.8%), Germany – 848 (10%), Poland – 819 (9.7%), and Italy – 456 (5.4 %).
A total of 22.9 % of the foreign citizens residing permanently in Bulgaria come from Asia, largest share of these is held by the citizens of Turkey – 32.6 %, followed by the Armenians – 13.9 % and China – 8.9%.Groups affected/interested

Foreign citizens can be employed in Bulgaria after obtaining a work permit by the Bulgarian Employment Agency. A work permit is granted to foreign workers with specialized knowledge and skills when the labor market does not offer local resident. The document is issued only upon request of the employer - natural or legal person registered under the Bulgarian Law. There are no quotas for such permits. Work permit is not required for permanent residents and for persons with rights equal to the permanent residents, or for foreigners with granted refugee or humanitarian status.

The number of Turkish ethnic minority group differs from the number of persons self-defined as Muslims as the two groups do not overlap completely. The Turkish ethnic minority totals 588,318 in 2011. A total of 605,802 persons, or 9.1%, defined the Turkish language as their mother tongue.
