Portugal
Immigration was on a continuous rise since the mid nineties, but had generally decreased since 2009 as a result of the financial crises. The overall number of foreigners living in Portugal represented around 4,2% of the population in 2010. This population is mainly composed of low skilled workers, mostly from Brazil and Ukraine, which have a non-negligible impact in the Portuguese economy and in the social security system. Estimates on Roma population point to around 40.000 individuals.

The total foreign population on January 2009 was 443.102 individuals, representing 4,2% of the resident population in Portugal. The larger contingents come from Brasil and Ukraine. The refugees and asylum seekers yearly inflow has been rising but it is still reduced, merely 160 in 2010. On Roma population only estimates exist and they vary between 34.000 and 50.000. Some estimates point to around 30.000 to 35.000 the number of Muslims residing in Portugal.

The total number of foreign population in the district of Lisbon was 188,259, according the Portuguese Report of Immigration, Frontiers and Asylum - 2011 published on June 2012 by the Serviço de Estrangeiros e Fronteiras (SEF) (Aliens and Borders Service) [3].
The main groups of foreign nationalities are from Brazil (51,645), Cape-Vert (27,287), Romania (14,454), Angola (14,063), Guinea Bissau (13,783) and Ukraine (13,005) [4].
According to the Portuguese Census 2011 final results, presented on November 2012, the Lisbon region has more than half of foreign residents in Portugal (51,6%) [1 & 2].

The researcher Alexandra Castro, of the Centro de Estudos Territoriais [Centre for Territorial Studies] also sent an inquiry to local councils and to the Guarda Nacional Republicana [National Republican Guard – a police force] in 2006, which, combined with data collected by SOS Racismo, represents coverage of about 75.5per cent of the national territory. The estimate that was arrived at was about 34,000 Roma living in Portuguese territory. The European Commission Against Racism and Intolerance (ECRI), of the Council of Europe mentions, in its third report on Portugal, refers the existence of about 40,000 to 50,000 Roma living in Portugal, but no reference whatsoever is given as to how this estimate was arrived at.

During 2010 there were a total of 84 potential victims of trafficking. 10 of the victims confirmed were cases signalized during 2009. From those, and until March 2011, 28 victims were considered as victims of other criminal offences (not as trafficking in human beings) - mainly involvement in smuggling, pimping and domestic violence illegal permanence in Portuguese territory. Some cases have been stopped due to absence of proves/evidence. There are still 35 cases of potential victims.

The yearly allocations of the European refugee fund, the integration fund and the return fund are not known, but for the period 2008-11 they were respectively 1.8 million euros, 10.3 million euros and 3.9 million euros.
